State of Wisconsin v. Koslawandsky B. Harris, 2026AP462, 11/4/26, District II (not eligible for publication); case activity

The COA affirms pro-se appellant’s twenty-year old conviction because he did not comply with the Rules of Appellate Procedure.

Koslawandsky B. Harris pled no contest to and was convicted of having sex with a child age sixteen or older more than twenty years ago.  He filed multiple motions in the circuit court asking for relief from his conviction, which were denied because the the court found they lacked merit.

The COA affirmed Harris’s conviction because the facts in his appellate brief did not cite to the record and he did not develop a sufficient legal argument to support his claims that the circuit court erred.  (¶ 3).  Although Harris represented himself, the COA remarked that his brief still needed to comply with relevant rules of procedural and substantive law: “Without developed and supported arguments as to errors of the circuit court proceedings, Harris cannot meet his burden to show how the circuit court erred.  (¶ 4).
